rm24919 PO Down/ Upload leads to "???" in Supplier comment

- + Check it on DEV (!) → maybe it is local setting from Mr.Kruppa → it's not a local settings, but…
- - It seems, that it is the setting of the property “file.encoding”, which is set to “ISO8859_1” on the DEV. So this charset does not contain '€' signs. Burkhard is now checking whether it will work, if he sets the encoding to “UTF-8”.
- Fix → Burkhard will do it through configuration
- Test → wait for Burkhard
